How would I construct a 5 year ladder with $200,000 in US TIPS?

you cannot because there are not enough tips to fill the rungs on that short
of a ladder. there are enough if you wanted to go from years 5-10. contact
your broker to see what maturities are available and work on your ladder.

if you want to stay short, use a CD ladder. On the short side inflation is
not enough of a threat to buy tips.....
